Meeting in Delhi Focuses on Indigenous Rights and Autonomy for Northeast District Councils

The Chief Executive Members (CEMs) of the ten autonomous district councils in Northeast India convene in New Delhi today to discuss the 125th Amendment Bill concerning the 6th Schedule. Following this meeting, they are scheduled to engage with Union Home Minister at around 2.30 pm to push forward their agenda.

The primary focus, according to Pradyot Debbarma, the royal scion of Tripura, is to ensure that the indigenous people secure their rightful entitlements. "Every five years, we seek votes but have limited power to offer jobs or rights. Both state and central governments fail to empower the 6th schedule areas, complicating our appeals for support," Debbarma commented to Northeast Live.

The leaders will address crucial issues such as the need for direct funding from the central government to the District Councils, circumventing state administrations. Delays in fund allocation from state governments have exacerbated their challenges, with Debbarma remarking, "Money from the Centre is often delayed by state governments."

Another significant demand revolves around land rights for tribal communities. Debbarma underscored the historical importance of land ownership, “The land belongs to the tribals. However, generous dispositions have cost us control over our resources like petrol, gas, coal, and minerals.” He further stressed the urgency for financial independence and stronger land rights, citing land acquisition by outsiders from Bangladesh as a pressing concern.

The CEMs are also pushing for institutional mechanisms to manage and distribute funds more effectively. Additionally, Pradyot Debbarma will hold a meeting with Union Home Ministry officials to discuss the Tiprasa Accord, further highlighting the pressing need for policy changes to secure the future of indigenous communities.
