Centre’s Bold Move to Amend Packaged Commodities Rules: Ensuring Fairness and Uniformity

New Delhi, July 14 (IANS): Uniformity Sought for Packaged Commodities through Proposed Amendments by Consumer Affairs Department

The Department of Consumer Affairs has announced a proposed amendment to the Legal Metrology (Packaged Commodities) Rules, 2011, aiming to establish consistency and fairness for packaged goods sold both in-store and online. This initiative seeks to instill uniform standards across various brands, aiding consumers in making informed decisions.

A statement from the Ministry of Consumer Affairs, Food and Public Distribution revealed that the revised rules will ensure mandatory information is clearly declared on all pre-packaged goods. This includes the name and address of the manufacturer/packer/importer, the country of origin, commodity’s common or generic name, net quantity, manufacturing date, Maximum Retail Price (MRP), unit sale price, best-before/use-by date for perishable items, and consumer care details.

The ministry invites comments from stakeholders within 15 days, up to July 29, highlighting the importance of communal input in shaping these regulations. The proposed amendments, however, will exempt packaged commodities intended for industrial or institutional consumers, as well as packages containing quantities over 25 kilograms or 25 liters, specific exceptions like cement, fertilizer, and agricultural produce sold in bulk above 50 kilograms or liters.

A notable observation is that some packaged commodities exceeding 25 kilograms are currently available for retail sale, diverging from the rule’s original intent. The amendment seeks to rectify this, ensuring all relevant declarations apply uniformly to pre-packaged commodities meant for retail transactions.

The anticipated changes are expected to promote transparency and provide consumers with complete information, thus fostering an environment of trust and reliability in the retail market sector. Stakeholder feedback will be instrumental in finalizing these amendments, reflecting the government’s dedication to consumer protection and market fairness.
