Nagaland Chief Minister Neiphiu Rio told the state assembly on Friday that the government remains committed to strict financial discipline while ensuring timely payment of salaries, pensions and essential services. Rio made the remarks in his concluding address on the Budget 2026-27 on the final day of the eighth session of the 14th Nagaland Legislative Assembly in Kohima.
He said the government will strengthen governance through greater transparency, accountability and efficient use of public funds. Measures named by Rio include stepped-up revenue mobilisation, wider adoption of digital systems and rationalisation of expenditure to improve public resource management.
Rio highlighted a key fiscal concern: the absence of revenue deficit grants under the current Finance Commission. He said the state has taken up the issue with the Union government and expressed hope for a favourable response to bridge the shortfall.
Describing the Budget 2026-27 as a roadmap for sustainable and inclusive development aligned with the vision of Viksit Bharat 2047, Rio said priorities will include human capital development, infrastructure, livelihood creation and balanced growth across all districts. He underlined inclusion-particularly of women and youth-and said budget measures will be implemented in a time-bound, impact-driven manner.
On infrastructure, the chief minister said the state is prioritising roads, administrative buildings and urban amenities, and is seeking central support for major projects, including the Foothill Road. He expressed confidence that collective effort will help achieve the state’s development goals and welcomed the House’s consideration and passage of the Budget.
Addressing employment, Rio said steps are being taken to streamline government appointments and reduce irregularities through systems such as a personnel information management system and other administrative reforms. He also voiced concern over rising substance abuse, saying the government is responding with enforcement, community-based interventions and welfare programmes while recognising deeper psychological factors.
On the Nagaland Liquor Total Prohibition (NLTP) Act, Rio said the government is carefully examining public opinion, enforcement challenges and the wider social implications before taking further steps. He added that the state is actively pursuing oil and gas exploration and is in discussions with the concerned ministry to resolve pending issues.
