India Clears Landmark Regulatory Framework for 100% Ethanol Vehicles
Union Road Transport and Highways Minister Nitin Gadkari has approved a regulatory framework that allows 100% ethanol (E100) to be used as a legal vehicular fuel in India, clearing the statutory step needed for its commercial rollout and formal standardisation nationwide. Announcing the decision on Saturday, Gadkari said he “had signed the necessary documents, enabling the legal use of pure ethanol as a vehicular fuel.” The report was published on June 14, 2026.
The move is part of the Centre’s broader strategy to reduce dependence on imported crude oil by expanding biofuel use in transport. Establishing E100 as a legal fuel goes beyond current ethanol-blending targets and is intended to give manufacturers regulatory certainty to develop and produce flexible-fuel vehicles (FFVs) and dedicated powertrains that can run entirely on ethanol. FFVs are engines designed to operate on more than one type of fuel, including high-ethanol blends.
India has already progressed toward nationwide adoption of 20% ethanol-blended petrol. The new framework specifically supports high-compression, flex-fuel engine designs tailored for pure ethanol and could accelerate large-scale manufacturing and commercial deployment. Several major automakers have already displayed prototype models with flexible-fuel technology; the regulatory clearance aims to convert prototypes into production-ready vehicles.
The policy is also pitched as an agricultural and economic win. Under the framework, surplus sugarcane, corn and damaged food grains can be channelled to bio-refineries to produce second-generation ethanol — fuels made from agricultural residues or non-food feedstocks. The government says increased domestic ethanol production could cut India’s import bill by “thousands of crores” and help shield consumers from swings in global Brent crude prices.
While technical, supply-chain and market challenges remain before E100 becomes widely available at pumps, the approval provides a clear legal roadmap for industry, farmers and refiners to scale ethanol-based transport fuel in India.
