A coalition of civil society organisations in Phulbari, West Garo Hills, has accused authorities of failing to act after a complaint alleging continued operation of illegal teer counters was filed with the West Garo Hills Superintendent of Police on January 7, 2026. The groups-GSU, ADE, FKJGP, N.C.G.O, AHAM, GOERA, FAF and CEPARD-say several teer counters (venues selling teer tickets) are operating without displaying the valid government licence required under the Meghalaya Regulation of the Game of Arrow Shooting and Sale of Teer Tickets Act.
In a statement issued on Thursday, the coalition said it had demanded immediate spot verification, closure of unauthorised counters and strict patrolling to stop further illegal openings. “It has now been more than a month,” the CSOs said, adding that they have seen “no visible verification drive or enforcement action.” They warned that the counters continue to operate openly without the mandatory licences, raising serious concerns about regulatory compliance and enforcement.
The CSOs gave authorities a final warning: if official verification is not launched within the coming days, they will carry out a peaceful verification initiative themselves. During that process, any teer counter unable to produce valid lawful authorisation will be ordered to stop operations immediately, the statement said, adding that “such unauthorised functioning will not be permitted to continue.”
The groups urged the district administration and police to discharge their statutory responsibilities without further delay to uphold the law and maintain public confidence in governance. The coalition’s complaint and follow-up statement underline ongoing tensions in Phulbari over licence enforcement and the regulation of teer operations under Meghalaya law.
