CBFC Calls for Immediate Action by Manipur to Enforce Cinematograph Act
The Central Board of Film Certification (CBFC) Regional Office in Guwahati has urged the Government of Manipur to enforce the Cinematograph Act, 1952, to regulate the public screening of films and related content in the state. In a letter dated June 23, 2025, Additional Regional Officer Dipankar Gogoi emphasized the importance of adhering to certification requirements for public exhibitions.
As the sole authority for certifying films and visual content across India, the CBFC’s Guwahati office is responsible for overseeing this process in the Northeast, including Manipur. Gogoi’s letter stated that all films, videos, advertisements, trailers, and other visual materials must receive CBFC certification before they can be shown to the public.
He has requested the Manipur Chief Secretary to ensure that district administrations are informed that no uncertified content should be displayed anywhere in the state. The letter also highlighted that violations of the Cinematograph Act, 1952, are serious offenses, classified as cognizable and non-bailable under Sections 7 and 7A. Furthermore, actions in response to such violations fall under the Nagarik Suraksha Sanhita (Code of Criminal Procedure, 1973).
Gogoi pressed for immediate action, asserting that enhanced enforcement would be beneficial. Copies of the correspondence were sent to the Director of Art and Culture, Government of Manipur, and to the Deputy Commissioners of Imphal West and Imphal East for their awareness and necessary action.
Local film organizations, like the Film Forum Manipur, play a pivotal role in this certification process. They serve as initial authorities responsible for censoring regional films before they are submitted for public screening. These entities help ensure that local content meets cultural standards and legal expectations, facilitating more streamlined compliance with CBFC guidelines.
