Rahul Applauds Caste Census Move: Modi Government Embraces Congress’ Vision for Inclusivity
New Delhi, April 30: The Central government’s recent decision to include caste enumeration in the upcoming national census has drawn significant attention. Congress leader Rahul Gandhi remarked that this initiative aligns with the Congress party’s enduring vision for social justice. He emphasized that the Prime Minister Narendra Modi-led government appeared to be responding to pressure, ultimately adopting a crucial element of the Opposition’s developmental agenda.
Speaking in Parliament, Gandhi articulated that the Congress had long advocated for the caste census, alongside a commitment to abolish the 50% cap on reservations, which he described as an artificial barrier. He referenced Modi’s previous claims about the existence of only four castes, questioning what prompted a sudden policy shift after 11 years of inaction.
Gandhi pointed to Telangana as a successful example of how a caste census could be effectively executed. “Telangana has set a benchmark in its approach,” he stated, suggesting it could serve as a blueprint for national implementation. He contrasted the varying methodologies of Bihar and Telangana, underscoring significant differences in their approaches to the census.
Reaffirming the Congress’ dedication to this cause, Gandhi noted that the caste census marks just the initial step towards a “new development paradigm” intended to empower marginalized communities. He questioned the actual societal participation of OBCs, Dalits, and Adivasis in the nation’s progress, stressing the need for data-driven policies to address chronic inequality.
While expressing the Congress’ support for the government’s initiative on the caste census, Gandhi urged for greater transparency and the establishment of a clear timeline. “We fully endorse the government’s decision and are prepared to assist in the design of the caste census, drawing upon successful models like Telangana’s. However, clarity regarding the timeline is essential,” he asserted.
Interestingly, Gandhi also revisited Modi’s previous remarks on the limited recognition of castes, asserting that the Congress does not oppose this viewpoint. Instead, he called for clearer strategies to effectively measure and address the complex realities of caste inequality throughout the country.
In addition to advocating for the caste census, Gandhi highlighted a critical issue from the Congress party’s manifesto—the implementation of reservations in private educational institutions under Article 15(5) of the Constitution. “This is already a law,” he reiterated, urging the BJP-led NDA government to take prompt action in enforcing it.
With the caste enumeration set to become a focal point of upcoming discussions, the Congress aims to leverage this opportunity to advance its objectives of equity and social justice within Indian society.
