Pressure Groups in Meghalaya to Implement Safety Act Independently
SHILLONG: In a decisive move, nine prominent pressure groups in Meghalaya have opted to unilaterally enforce the Meghalaya Residents Safety and Security Act (MRSSA), 2016, to combat the rising influx of migrant laborers and illegal immigrants. The groups include KSU, FKJGP, HNYF, RBYF, JSU, GSU, FAF, AJYWO, and ADE.
During a meeting in Shillong, these organizations took the state government to task for its inadequate efforts in enforcing MRSSA, despite it being legislation since 2016. KSU President Lambokstarwell Marngar highlighted the groups’ frustration over the government’s lackadaisical approach, indicating their readiness to implement the act themselves.
Marngar suggested that the government’s inertia might stem from a manpower shortage, prompting the pressure groups to initiate a drive verifying work permits and valid documents of migrant laborers. Criticism was also levied at Chief Minister Conrad K Sangma for purportedly misinforming the public about the enforcement measures of the Act.
The groups stressed the necessity for stricter enforcement provisions to safeguard the interests of indigenous residents. They also pointed out the lack of governmental enthusiasm in pushing for the implementation of the Inner Line Permit (ILP) system in the state, even though the state Assembly passed a resolution advocating for it in 2019.
Additionally, HYNF President Sadon K Blah noted that the MRSSA aligns with the objectives of the ILP, yet lamented the central government’s silence on this demand. According to Blah, the stipulations for establishing entry and exit points and forming district task forces are clearly delineated within MRSSA, but no concrete steps have been taken for their execution.
These developments underscore the pressure groups’ resolve to take autonomous action in securing the state against unchecked migration, highlighting an ongoing struggle between local advocacy groups and governmental authorities over immigration control and indigenous rights protection.
