
Urgent Plea: Meghalaya MLA’s Passionate Call for Full Utilisation of Discretionary Grants to Transform Communities
South Shillong MLA Sanbor Shullai has urged his fellow legislators in Meghalaya to fully utilize their annual discretionary grants for the benefit of their constituents. Shullai, a BJP representative, emphasized that each of the state’s 60 MLAs is allocated Rs 10 lakh annually, which should be directed towards helping the people rather than being retained by the lawmakers.
He pointed out that the guidelines for the grant clearly state its purpose is to provide financial assistance within their constituencies. Tracing the grant’s evolution, Shullai noted its increase from Rs 3 lakh in 2008 to the current Rs 10 lakh per year for each legislator.
Shullai suggested that the grant amount be potentially doubled to Rs 20 lakh. A proposal for this increase is currently awaiting approval from Chief Minister Conrad K Sangma. Shullai expressed optimism that the chief minister would approve the increase within the month.
Highlighting the grant’s importance, Shullai explained that it allows MLAs to offer timely financial aid to those in need. Legislators must submit utilisation certificates along with bills to access the funds and may use the money beyond their constituencies if necessary.
Additionally, Shullai mentioned that any MLA who does not wish to use the grant can inform the Legislative Assembly in writing.
By stressing responsible use of the grants, Shullai aims to ensure that the allocated funds are effectively utilized to address the needs of the people in each constituency.
