Meghalaya NPP Denies Silence on FCRA Bill, Says Centre Briefed

Shillong: The ruling National People’s Party (NPP) on Wednesday dismissed allegations that it had remained silent over the proposed Foreign Contribution (Regulation) Amendment Bill, 2026, saying it has repeatedly raised Meghalaya’s concerns with the Union government through a series of high‑level meetings.

In a statement, the party described the accusations as “misleading” and politically motivated, and said it has been actively pursuing the issue to protect the interests of religious, charitable and minority institutions across the state.

The NPP said Meghalaya Chief Minister and party national president Conrad K. Sangma led a high‑level, multi‑denominational delegation to New Delhi earlier this month to meet Union Home Minister Amit Shah about the proposed FCRA amendments.

According to the party, the delegation included senior representatives from the Presbyterian Church of India, the North East India Christian Council (NEICC), the Catholic Archdiocese of Shillong and the Garo Baptist Convention. The group raised concerns specifically about Section 16A(5) and other provisions they fear could hurt institutions working in education, healthcare and social welfare, especially in the Northeast.

The party said Amit Shah assured the delegation that the Centre would undertake extensive consultations with stakeholders before taking a final decision on the proposed changes.

The NPP also pointed to an April meeting in which Sangma, accompanied by Deputy Chief Minister Prestone Tynsong and representatives of the Catholic Bishops’ Conference of India (CBCI), met Union Parliamentary Affairs Minister Kiren Rijiju. That delegation stressed the vital role of charitable organisations in remote and tribal areas and pressed the Centre to include safeguards to prevent operational and property‑related problems arising from the amendments.

Rejecting criticism from opposition parties, the NPP said it favors constructive dialogue with the Union government over what it called “empty rhetoric.” The party accused political rivals of circulating unverified claims for political gain and reiterated its commitment to raise issues affecting the rights and welfare of citizens and institutions at the national level.
