Sikkim Begins Special Intensive Revision: Voter Roll Update

The Office of the Chief Electoral Officer (CEO), Sikkim, held a meeting with representatives of recognised political parties in Gangtok on Tuesday, February 17, 2026, to review preparations for the upcoming Special Intensive Revision (SIR) of electoral rolls and to address stakeholders’ queries. The CEO told attendees that a door-to-door mapping exercise is roughly 77% complete and that electors already mapped will not be required to submit additional documents during the SIR, according to a press release.

The release said remaining electors who have been served notices may submit relevant papers from the 11 indicative documents prescribed by the Election Commission of India (ECI) to support claims during submission of enumeration forms, declaration forms and the claims-and-objections period. An indicative list of these documents was shared with party representatives at the meeting.

Officials also clarified that fresh enrolment for the January 2026 quarter — with a qualifying date of October 1, 2025 — has been kept in abeyance in view of the proposed SIR, in line with existing instructions. To promote transparency and ease verification, the CEO’s office demonstrated a digitised version of the 2002 electoral roll along with the available search mechanism to party delegates.

The CEO underscored the key role of Booth Level Agents (BLAs) in the revision process and urged all political parties to submit updated lists of their BLAs promptly so district-wise training can be scheduled as per ECI guidelines. During the interaction, officials addressed queries on enrolment procedures, documentation and applicable citizenship provisions, reiterating that Aadhaar is valid only as proof of identity and does not, by itself, prove residence or citizenship. The CEO assured participants the SIR will be conducted transparently, inclusively and consultatively; the start date has not yet been finalised and will be announced separately.
