Environmental activist Rakhini Mipi has expressed serious concerns about the work ethics of NHPC Limited regarding the construction of the 2,880 MW Dibang Multipurpose Project (DMP) in the Lower Dibang Valley district. He alleges that NHPC has committed multiple violations of environmental laws, including the Forest Conservation Act of 1980, the Forest Rights Act of 2006, and the Water (Prevention and Control of Pollution) Act of 1974, particularly during the construction of tunnels and access roads, resulting in the reckless dumping of waste into the Dibang River.
Mipi has reportedly made numerous pleas to various authorities regarding these issues, but claims that his concerns have largely gone unaddressed. As a result, he was compelled to seek intervention from the National Green Tribunal, filing a case to uphold the legal protections stipulated in the aforementioned environmental acts.
On July 13, Mipi conducted a detailed inspection of the approach roads leading to the DMP site and noted several troubling violations. He highlighted that trees were being indiscriminately cut down-not only for construction but also for labor camps and firewood-despite regulations mandating the provision of LPG for cooking. He found that plastic and explosive waste was being disposed of improperly, posing significant risks to local flora and fauna. Furthermore, he reported that muck generated from the construction was carelessly rolled into the Asho Pani River, with no designated disposal points secured according to legal requirements.
Mipi also raised alarms about safety concerns regarding unattended explosive materials that could be misappropriated by criminal elements. Additionally, he pointed out that NHPC failed to obtain necessary Stage I and Stage II forest clearances before commencing construction work, which constitutes another serious violation of environmental regulations.
When approached for a comment, the general manager (environment) of the DMP declined to address the allegations made by Mipi.
