Revolutionary ‘One Nation One Subscription’: Transforming Education with Unprecedented Access to 13,000 Research Journals for Universities
The Union Cabinet has sanctioned the ‘One Nation One Subscription’ (ONOS) scheme, a significant leap towards streamlining access to academic journals for higher education institutions across India. This initiative will provide all centrally and state-run higher education establishments, along with central research and development institutions, with access to renowned international journals through a unified national subscription platform. This access will be managed by the Information and Library Network (INFLIBNET), an inter-university center under the University Grants Commission (UGC).
The move seeks to consolidate the current system, where ten separate ministry-run library consortia and individual institutional subscriptions offer access to academic journals. By 2027, the scheme, with a budget of ₹6,000 crore over three years, aims to make approximately 13,000 journals from 30 global publishers available to around 6,300 institutions. This will include prominent publishers like Elsevier ScienceDirect, Springer Nature, and Oxford University Press, among others.
INFLIBNET will oversee centralized payments to these publishers, allowing institutions to allocate their budgets towards other necessary subscriptions not covered by the scheme. This centralized access is anticipated to provide more comprehensive journal access to institutions previously constrained by budget limitations. The platform is slated to be functional from January 1, 2025.
By fostering a unified access system, ONOS aims to enhance the academic resources available to institutions of national importance, universities, and colleges across diverse academic disciplines. This initiative is poised to bridge resource disparities and bolster academic research capabilities nationwide, positioning India at the forefront of educational resource accessibility.
