Powering Africa’s Electric Transition: The Case for Dedicated E-Mobility Tariffs

By Sanjeev Sarma
October 4, 2026 3 Min Read

The Most Important EV Feature May Be the Electricity Tariff

We often treat electric mobility as a vehicle story: better batteries, longer range, faster charging, and more charging stations. But for transport operators covering thousands of kilometres every day, the decisive factor is something far less visible-the price and reliability of electricity.

If charging costs become unpredictable or disproportionately expensive, electrification does not merely slow down. It becomes financially irrational.

A Policy Signal Disguised as a Pricing Story

Kenya has introduced a dedicated e-mobility tariff of KSh 16/kWh during peak periods and KSh 8/kWh during off-peak periods, below typical commercial and residential rates. The government has also removed the previous 15,000 kWh monthly cap, enabling bus fleets and battery-swap operators to participate at scale.

The experience of Golden Arrow Bus Services in South Africa reinforces the issue. With most depot charging occurring outside peak periods, changes to off-peak tariffs can materially alter an electric fleet’s economics. Simply copying Kenya’s lower rates, however, would not be enough.

The Charging Ecosystem Is Becoming an Energy Platform

What interests me is the deeper architectural shift here. Electric vehicles are no longer standalone assets connected to occasional charging points. They are becoming managed energy assets within a larger system involving the electricity network, charging depots, renewable generation, storage, fleet operations, software platforms, and tariff markets.

That changes the design problem.

A fleet operator will need to coordinate route requirements, state of charge, departure schedules, tariff windows, charger availability, local solar generation, and grid constraints. Without intelligent orchestration, lower off-peak tariffs could simply shift demand to the same evening period, creating a new peak-load problem.

For architects, this means the charging platform should not be developed as an isolated application. It must integrate with:

  • Utility metering and tariff systems
  • Fleet telematics and route-planning platforms
  • Depot energy-management systems
  • Solar and storage infrastructure
  • Charger telemetry, fault management, and cybersecurity
  • Standardised customer, vehicle, and settlement records

Open interfaces and trusted data exchange will become just as important as charger deployment. Otherwise, every depot risks becoming a fragmented system with duplicated hardware, incompatible software, and weak operational visibility.

Better Policy Requires Better Market Design

South Africa should not treat e-mobility support as a simple exercise in reducing electricity prices. The wider goal should be to create predictable, scalable, and equitable access to clean energy.

I see four priorities.

First, design tariffs around operating behaviour rather than political convenience. Off-peak discounts can encourage managed charging, but the entire tariff structure-including standard rates, demand charges, and connection costs-must remain commercially sustainable.

Second, establish technology-neutral rules that include buses, delivery vehicles, two- and three-wheelers, battery-swap networks, and cold-chain operators. Electric mobility is not only a private-car market.

Third, create standard metering and data-sharing frameworks. This reduces compliance costs for smaller operators while giving regulators the visibility needed to understand load patterns and avoid subsidising consumption that the grid cannot support economically.

Fourth, review support mechanisms regularly and publish the evidence. Registered e-mobility electricity revenue in Kenya is growing, but the larger opportunity lies in bringing unregistered household and commercial charging into the formal system.

A Lesson for Electrification in India

Indian cities-especially those electrifying public transport-can apply the same principle: charging infrastructure must be planned together with tariffs, grid connections, depot design, and fleet operations. Treating each as a separate project creates delays and unnecessary cost.

The entrepreneurial opportunity is equally significant, but it lies beyond consumer-facing charging apps. The harder value will be in fleet optimisation, demand forecasting, interoperable energy management, and aggregation of distributed charging assets.

The transition to electric mobility will ultimately be won not by countries with the cheapest headline tariff alone, but by those that build the most intelligent, adaptive, and trustworthy energy ecosystem around it.

A fleet does not experience an energy transition as a subsidy. It experiences it as a system-and the system must work every day.
