Human Rights of Arunachal (HRA) has urged a time-bound, independent investigation into alleged financial irregularities and manipulation of compensation records linked to the Kamle Hydro Power Project in Arunachal Pradesh, saying in a letter dated September 1 that it has received information pointing to “serious financial irregularities,” inflated or fictitious compensation claims and possible preparation of false compensation bills.
The group asked authorities to verify whether compensation bills prepared for land and property affected by the project were genuine and lawful, and whether false, inflated, duplicate or fabricated claims were submitted or approved in the names of landowners, affected families or other beneficiaries.
HRA has also demanded scrutiny to establish whether compensation payments were made to people who were ineligible or were not the rightful beneficiaries, and called for checks on beneficiary lists and payment records.
The organisation raised alleged manipulation of land records, ownership documents, valuation reports and other official records to secure compensation. It said there may have been collusion between officials, contractors, intermediaries and private individuals in preparing, verifying or approving claims.
HRA further asked authorities to investigate whether government funds were misappropriated, diverted or illegally released through fraudulent or irregular compensation claims, and urged a complete beneficiary-wise audit of all compensation payments made in connection with the project.
The group has sought physical verification of beneficiaries and the properties concerned and requested confirmation that relevant land acquisition, rehabilitation, resettlement, compensation and financial rules were followed. It recommended a special audit of compensation bills, sanctions, payments and related records and asked that original files, registers, land records, payment records and digital files be preserved to prevent destruction or tampering of evidence.
Seeking an independent probe free from local influence, HRA suggested that the investigation be entrusted to an agency such as the Central Bureau of Investigation (CBI), where legally appropriate, and called for criminal, departmental and recovery proceedings against anyone found responsible for facilitating fraudulent claims.
The organisation asked for protection for complainants, witnesses and others who provide information, stressed that it is not opposed to development projects and said it supports projects that are “lawful, transparent and beneficial to the people.” HRA has requested that the Prime Minister take suo motu cognisance of the matter and has offered to submit documents, representations and evidence to any investigating authority.
