The Delhi government plans to give every property in the capital a secure digital identity under the proposed Delhi Land Records Bill, 2026. The law, now under approval after review by a Group of Ministers, would survey properties across rural and urban Delhi, compile existing records on a single digital platform and assign each property a Unique Property ID — described by the government as a “Property Aadhaar Card.”
Officials said the mapping will use drone-based surveys and digital technology, with technical assistance from the Survey of India. In multi-storey buildings, a separate digital record will be prepared for every floor so individual units are covered. The government also plans a special session of the Delhi Assembly to discuss the proposed legislation.
The project will start in rural Delhi before expanding across the National Capital Territory. Meetings with village representatives were held on Thursday to explain the survey and documentation process, the Chief Minister’s Office said. The first phase used a pilot in 30 rural villages under the Centre’s SVAMITVA scheme. Survey and identification in those villages are complete and SVAMITVA property cards are being prepared. Drone surveys mapped land and property boundaries during the pilot.
Chief Minister Rekha Gupta said the system would give each property an authenticated digital identity. “Just as the Aadhaar card has provided every citizen with a trusted form of identity, every property in Delhi will now be given a secure and authentic digital identity,” she said. She added that for decades the lack of systematic land records has caused difficulties in proving ownership, securing loans, getting building approvals and resolving disputes.
The government expects the unified digital records to simplify ownership verification, inheritance claims, property transactions, bank lending and building-plan approvals. Officials also anticipate the records could help resolve disputes pending before courts and revenue authorities by reducing ambiguity over boundaries and title.
The administration has not yet clarified whether the Property Aadhaar Card will itself serve as proof of ownership or act only as a unique identifier linked to existing title documents. Details on required documents, verification procedures, correction of errors and mechanisms to challenge disputed entries are expected to be defined in the Bill and the rules that will follow after its passage.
Authorities said the experience and technical learnings from the 30-village pilot will guide the rollout to other parts of Delhi. Records currently held by different departments and local bodies will be consolidated on the common platform to create a single source of verified property information.
