Why District Statistics Must Drive Governance Reform in Manipur
The District Statistical Office in Bishnupur convened a meeting at the District Administration Conference Hall on July 14 to push for a stronger district statistical system aimed at evidence-based governance. Chaired by Deputy Commissioner Pooja Elangbam and attended by ADC/ADM Toijam Opendro, sub-divisional officers, sub-deputy collectors, district-level officers and District Statistical Officer Khuraijam Shitle Kumar, the session focused on improving data quality, timeliness and use across departments.
Khuraiijam Shitle Kumar’s presentation stressed two priorities: a rigorous Crop Estimation Survey and unlocking the potential of administrative data produced by line departments. The presentation positioned accurate, timely and reliable statistics as essential to planning, resource allocation and responsive administration.
Officials emphasised that district statistics cannot be strengthened by the statistical office alone. Administrative leadership, coordination with revenue authorities, cooperation from agriculture, horticulture, animal husbandry, fisheries, irrigation and rural development departments, and disciplined field reporting are all required. When the district administration owns its data, statistics move from a compliance task to the centre of governance.
Crop estimation featured prominently because agriculture is central to Bishnupur’s rural economy and food security. Delegates warned that inaccurate crop data can misdirect seed, fertiliser and irrigation planning, distort procurement and insurance decisions, and leave affected villages without appropriate relief. The office noted that crop surveys must be backed by robust land records-survey plot numbers, sheet numbers and Patta details-to ensure field verification matches official documents.
A second theme was integrating administrative data-school enrolment, health registers, land and welfare lists, market and disaster reports-into a coherent district dataset. Participants argued that linking crop data with irrigation records, land use with market access, and welfare lists with demographic data can reveal exclusion and vulnerability more precisely than siloed reports.
To institutionalise coordination, the meeting proposed a District Level Statistical Coordination Committee with the Deputy Commissioner as chairperson and the District Statistical Officer as member secretary. Line departments were urged to nominate nodal officers to ensure timely data sharing and avoid duplication.
Practical steps recommended include creating a regularly updated district data bank, performing data discovery and gap analysis, harmonising formats, strengthening digital integration while preserving field verification, building statistical literacy among officials, and using district data as the basis for review meetings. Officials also committed to disseminating non-sensitive indicators in simple formats to improve public accountability.
The meeting concluded that strengthening the district statistical system requires manpower, training, authority and sustained administrative backing if Bishnupur-and Manipur more broadly-are to plan fairly and respond effectively to local needs.
