Guwahati: The Joint Tribes’ Council Manipur (JTCM) on Sunday declared an indefinite emergency shutdown across the Zeliangrong region, escalating pressure on authorities to locate six Naga civilians who have been missing since May 13. The council said the shutdown will continue until the missing persons are found, returned safely and those responsible are brought to account.
In its statement, JTCM said the decision followed growing anger over the planned release of 14 Kuki detainees while the whereabouts of the six men remain unknown. The council alleged the six were taken from Leilon Veiphei Kuki village with the support of armed Kuki groups it described as operating illegally in the area, and said there has been no significant breakthrough in the search nearly three weeks after the reported abduction.
JTCM questioned the rationale for facilitating the release of the 14 detainees before any clarity emerges about the missing civilians’ fate, saying such a step would undermine justice and heighten security fears for Naga communities. The council demanded the immediate rescue and unconditional release of the six men, continued detention of the 14 Kuki refugees until the missing return safely, a thorough probe into the alleged involvement of refugees and armed groups, and accountability from the state government for its handling of the case.
As part of the shutdown, commercial establishments along national highways have closed and schools, colleges, government offices, private institutions and banks have been asked to suspend operations. Transport services, including taxis and private vehicles, have been halted and restrictions on public movement and gatherings will remain in effect until further notice.
JTCM urged residents across the Zeliangrong region to strictly observe the shutdown, calling for collective action to ensure authorities prioritise the safe return of the missing civilians and deliver justice. The council’s demands and ongoing restrictions place renewed focus on security and law-and-order challenges in parts of Manipur.
