A proposal in the U.S. House of Representatives to limit President Donald Trump’s authority over the Iran conflict was withdrawn Monday after Democratic backers said the measure faced likely defeat. House Democrats had introduced the measure to constrain the president’s war powers, but Republican leaders canceled the planned vote amid concerns that several GOP members would oppose it.
The resolution was filed in the House by Representative Gregory Meeks, a member of the Foreign Affairs Committee. According to House sources, Republicans raised a procedural objection citing the absence of several GOP members, and House officials agreed to postpone the vote rather than proceed and risk defeat.
Democrats sharply criticized the withdrawal. In a joint statement, they accused the Republican-controlled House of “acting like a wholly owned subsidiary of the Trump administration.” The statement added: “Republicans cowardly withdrew the vote on the war powers measure. Had the vote taken place, the bipartisan measure would have passed and forced the president to end the war in West Asia.”
Lawmakers expect the issue could return for a vote in June. Under the U.S. Constitution and federal statutes, if U.S. forces are engaged in hostilities, the president must obtain Senate approval within 60 days for continued military action. The current Iran episode saw strikes on February 28, and the administration notified the Senate on March 2, placing the formal 60-day deadline at May 1; subsequent talks and a ceasefire have, for now, halted large-scale operations.
If new military action against Iran resumes, the White House would need Senate authorization before continuing beyond the 60-day window. Reports indicate President Trump is reluctant to confront the Senate directly over the matter. The Senate’s current composition — 100 members with 53 Republicans and 47 Democrats — complicates the calculus: more than ten Republican senators are said to oppose direct U.S. military action in Iran, a bloc that could be decisive if a war-powers measure reaches the floor.
Separately, negotiations to end the conflict have stalled after Tehran rejected U.S. demands regarding its uranium stockpiles, raising the risk of renewed attacks. Whether the White House will seek formal congressional authorization for any future operations will be a central question as lawmakers weigh their next move.
