
Nagaland’s Kohima Imposes Urgent, Strict Reporting Rules for Foreigners
The Kohima district administration has ordered strict reporting of all foreign nationals and Overseas Citizen of India (OCI) cardholders staying in the district, the Deputy Commissioner said on Wednesday, invoking provisions of the Immigration & Foreigners Act, 2025 and its rules following directions from the State Government and the Ministry of Home Affairs. Accommodation providers and medical institutions must notify designated registration authorities and file required returns within prescribed timeframes.
Under the directive, hotels, guest houses, homestays, private rentals, boarding houses, hostels, paying-guest accommodations, dak-bungalows, clubs, religious institutions, charitable trusts, and any rented or furnished premises used for social or public purposes must report the arrival of a foreign national or OCI cardholder to the district’s designated Registration Officer. Hospitals and nursing homes are likewise required to inform the relevant authorities.
The order also instructs that details be sent to the Foreigners Regional Registration Officer (FRRO) in Kolkata, and that accommodation providers and institutions maintain comprehensive records of foreign guests. Those records must be produced to the registration officer, district administration or police on request.
Officials have directed that a duly completed Form III be submitted electronically within 24 hours of a foreigner’s arrival, using the central portal indianfrro.gov.in or the mobile application “Indian Visa Su-Swagatam.” Educational institutions admitting foreign students must submit prescribed details for students residing in hostels.
The administration warned that failure to comply will be treated as a serious breach of national security norms and may attract action under the Immigration and Foreigners Act, 2025. All stakeholders have been asked to ensure full and timely compliance with the order.
