The Tripura High Court on March 23 directed the state government to issue a transit permit to the Dhyan Foundation, allowing the NGO to transport cattle rescued in Tripura to its gaushala in Jharkhand. The court’s order came after a writ petition by the foundation seeking judicial approval to move the rescued bovines to its shelter.
Hearing the petition, Justice T. Amarnath Goud said the petitioner may transport the animals with due care and caution, provided all requirements of the Prevention of Cruelty to Animals Act, 1960, and the relevant rules of 2017 are strictly followed. The court also directed state authorities to assist the transfer along the route through Assam, Meghalaya, West Bengal and Bihar en route to Jharkhand.
A gaushala is a shelter dedicated to the care, rescue and rehabilitation of stray, neglected or aged cattle. The court’s directions are expected to enable the long-distance, regulated transfer of the animals under monitored conditions.
Dhyan Foundation representative Gaurav Yadav told the court the organisation is currently caring for about 2,100 cattle rescued by the Border Security Force (BSF) in Tripura. He added that nearly 22,000 bovines rescued by the BSF, other agencies and individuals are already housed at the foundation’s Chakulia gaushala in Jharkhand.
Yadav said the petition sought permission to shift the cattle to Jharkhand owing to better infrastructure at the gaushala, lower fodder costs and a reduced risk from cattle-smuggling networks. He alleged that cattle smuggling from Tripura to Bangladesh remains rampant and warned that distributing rescued animals among individuals could jeopardise their safety.
The court’s order aims to balance animal welfare and legal compliance by permitting the transfer under safeguards and inter-state assistance, while requiring adherence to animal cruelty prevention laws and transport precautions.
