PM Modi to Witness Historic ELF Display in Assam; Rs 5,450-cr Projects
Prime Minister Narendra Modi will visit Assam on February 14, landing at the newly built Emergency Landing Facility (ELF) on the Moran Bypass in Dibrugarh at about 10:30 AM, where he will watch an aerial display by fighter jets, transport aircraft and helicopters, the Prime Minister’s Office (PMO) said. The ELF — developed in coordination with the Indian Air Force — is described as the first facility of its kind in Northeast India and is intended to support emergency landings and take-offs for both military and civilian aircraft.
The ELF is designed as a dual-use runway capable of handling fighter aircraft up to 40 tonnes and transport aircraft up to 74 tonnes maximum take-off weight, making it a strategic asset for rapid deployment of rescue and relief missions during natural disasters and other emergencies. Officials say the facility will enhance regional preparedness and connectivity by providing an alternate airstrip for urgent operations.
Later in the day, at around 1 PM, the Prime Minister will inspect the newly completed Kumar Bhaskar Varma Setu across the Brahmaputra. The six-lane extradosed prestressed concrete (PSC) bridge, built at an estimated cost of about Rs 3,030 crore, links Guwahati with North Guwahati. An extradosed bridge combines elements of a girder bridge and a cable-stayed bridge, allowing longer spans with reduced tower heights; authorities expect the new crossing to cut travel time between the two banks to roughly seven minutes.
Given the region’s high seismic risk, the bridge incorporates seismic resilience measures such as base isolation using friction pendulum bearings, high-performance stay cables and an on-site Bridge Health Monitoring System (BHMS). The BHMS will provide real-time condition monitoring to detect structural issues early and improve overall safety and maintenance planning.
At approximately 1:30 PM, the Prime Minister will inaugurate and flag off development projects totalling more than Rs 5,450 crore at Lachit Ghat in Guwahati, aimed at strengthening connectivity, digital infrastructure, higher education and urban mobility across the Northeast. Key among these is the National Data Centre for the Northeastern Region at Amingaon in Kamrup district, a facility with a sanctioned load of 8.5 MW and an average rack capacity of 10 kW, intended to host mission-critical government applications and serve as a disaster-recovery hub.
Mr. Modi is also scheduled to inaugurate the Indian Institute of Management (IIM) Guwahati, which officials say will bolster management and higher education in the region. In addition, more than 225 electric buses under the PM-eBus Sewa Scheme will be flagged off across four cities — 100 in Guwahati, 50 in Nagpur, 50 in Bhavnagar and 25 in Chandigarh — a rollout projected to benefit over 50 lakh citizens by improving clean, affordable urban transport.
