Agartala: The Tripura government has moved to enforce the Animal Birth Control (ABC) Rules, 2023, launching a coordinated, multi-department drive to manage stray dogs and other animals while prioritising public safety and animal welfare. Under the new measures, sterilisation and vaccination of stray dogs will be mandatory, and municipal and local authorities will partner with the state animal resources development department to roll out animal birth control centres and shelters statewide.
Deepa D Nair, secretary of the animal resources development department, announced the comprehensive initiative as being carried out in line with Supreme Court directives. The programme aims to combine population control, disease prevention and humane treatment through sustained field operations and institutional support.
The Agartala Municipal Corporation has already opened an animal birth control centre in Hapania, and an animal shelter is operational in R K Nagar. Similar facilities are being developed across other municipal areas through collaborations with animal welfare organisations to expand capacity for sterilisation, vaccination and post-operative care.
For public safety and monitoring, nodal officers have been posted at high-traffic and sensitive locations such as schools, hospitals, bus terminals and railway stations. The state has also introduced continuous surveillance and rapid-response systems along national highways to reduce road hazards posed by stray animals.
Stray animals found on highways will be relocated to designated shelters and cowsheds where they will receive food, water and veterinary support. Dedicated helplines have been established for citizens to report sightings, attacks or other stray-animal-related concerns, enabling quicker interventions.
The government is running awareness campaigns in schools and colleges covering stray-animal behaviour, disease prevention and basic first aid, and is expanding management infrastructure alongside specialised training programmes for field staff and shelter workers. Officials say the combined approach seeks to balance public safety with humane, sustainable population control.
