Transforming Development: RUSA and PM-USHA Review in Western Arunachal
A high-level official team, led by Dr. Milorai Modi, the Director of Higher and Technical Education and State Project Director for the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) and the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA), conducted a four-day tour from October 15 to 18. The team, which also included RUSA and PM-USHA state nodal officer Minto Ete, assessed both completed and ongoing projects at higher educational institutions across western Arunachal Pradesh.
During the visit to the Government College in Bomdila, West Kameng district, on October 15, all RUSA projects, including the automation of the college library, were reviewed and deemed satisfactory. The team encouraged the college community to optimally utilize the resources developed through the scheme. Dr. Modi also inaugurated a convention center constructed under RUSA.
On October 16, the inspection team visited Dorjee Khandu Government College in Tawang to evaluate the ongoing construction of a multipurpose cultural hall under PM-USHA. They advised the responsible authorities to make minor changes to the architectural drawings to better suit the college’s needs and instructed the executing agency, the Roads and Building Department (RWD), to uphold high-quality standards for the project. They also examined the construction progress for a polytechnic college in Tawang.
The following day, at the Government College in Dirang, the team engaged with students and faculty. Dr. Modi urged students to remain diligent and dedicated to their studies for a successful future.
The final stop was the Government Model Degree College in Seppa, East Kameng district, on October 18, where all RUSA projects were inspected. Dr. Modi advised the Public Works Department (PWD) to take immediate action to settle pending bills via the SNA Sparsh payment system.
“The release of funds to the state under RUSA and PM-USHA is contingent on performance and output, with monthly progress reports submitted through the portal,” stated Dr. Modi. He emphasized the importance of familiarizing the executing agency with the SNA Sparsh system. Additionally, he urged that all projects be completed within the current financial year, highlighting that this is the final grace period provided by the Union Education Ministry.
