Assam’s Historic Move: Dual Caste Certificates for Tea Garden Communities

In a significant step towards empowering marginalized communities, the Assam government has introduced dual caste certificates for Tea Garden Labourers, Tea Garden Tribes, Ex-Tea Garden Labourers, and Ex-Tea Garden Tribes. This initiative was announced on Thursday by Assam BJP Minister Pijush Hazarika, who noted that it demonstrates the government’s dedication to protecting the rights and interests of tea garden communities.

Hazarika stated, “Through this step, the government seeks to ensure social justice and recognition for the Tea Garden communities. The provision of dual caste certificates will help protect their identity and strengthen their rightful claim to welfare benefits.” Under the new system, applicants can receive caste certificates in two formats: one that lists their caste or community recognized as Other Backward Class (OBC) or More Other Backward Class (MOBC) as per existing norms, and the other based on their sub-caste, which will also classify under OBC or MOBC.

To promote transparency, a three-member committee will be established in each district. This committee will include one representative from a community organization and two social workers, all nominated by the Guardian Minister. Following the committee’s recommendations, the District Commissioner or Certificate Issuing Authority will issue the certificates through the Sewa Setu Portal, which aims to simplify and digitize the application process.

Officials emphasized that this move provides much-needed recognition to tea garden community members who have historically faced difficulties obtaining official documentation. The initiative aligns with Chief Minister Dr. Himanta Biswa Sarma’s vision of empowering marginalized groups and reinforcing their social and economic rights. Administrative departments, district commissioners, and other relevant authorities have been instructed to implement this decision promptly. Notifications have also been distributed to various organizations, such as the All Assam OBC Association, Chah Janajati Jatiya Sanmilani, and the All Assam Adivasi Students’ Union, to raise awareness among eligible beneficiaries.

The Sewa Setu Portal is expected to play a vital role in reducing delays, minimizing errors, and enhancing accessibility. Officials have assured that support will be available for applicants, and any grievances will be handled promptly to ensure a smooth and transparent implementation of the new system.
