The Department of Posts in Guwahati has announced a temporary suspension of bookings for all types of postal articles heading to the USA, effective August 25. The exception to this policy includes letters and documents, along with gift items valued under $100. These specific categories will still be accepted and sent to the USA, pending further details from U.S. Customs and Border Protection (CBP) and the U.S. Postal Service (USPS).
This decision follows the issuance of Executive Order No. 14324 by the U.S. government on July 30, which will eliminate the duty-free de minimis exemption for goods valued up to $800 starting August 29. As a result, all international postal items destined for the U.S.—regardless of their value-will be subject to customs duties under the applicable International Emergency Economic Powers Act (IEEPA) tariff framework. However, gift items with a value up to $100 will remain exempt from these duties, as noted in an official statement released on August 23.
Transport carriers responsible for mailing shipments internationally, or any “qualified parties” authorized by the CBP, are now required to collect and remit duties on these postal shipments. Although the CBP provided some guidelines on August 15, many essential processes regarding the identification of “qualified parties” and the methods for duty collection and remittance have not yet been clarified. This uncertainty has led U.S.-bound air carriers to indicate that they will be unable to accept postal packages starting August 25 due to an absence of operational and technical preparedness.
The Department is actively monitoring the situation in coordination with relevant stakeholders and is making every effort to resume services as soon as possible. Customers who have already sent articles that cannot be dispatched to the USA due to these new regulations are advised to request a refund of their postage.
