A summit between former President Donald Trump and Russian President Vladimir Putin is set for August 15 in Alaska, bringing forward a controversial proposal for a “territory swap” in Ukraine aimed at achieving a ceasefire. This idea comes in light of a recent visit to Moscow by U.S. special envoy Steve Witkoff, as reported by CNN. Under this proposal, Ukraine could cede parts of Donetsk still within its control to Russia in exchange for a halt to hostilities and the stabilization of current frontlines.

The Donetsk and Luhansk regions, critical to the conflict since 2014, have seen extensive fighting following Russia’s annexation claim in 2022. The United States hopes the summit might pave the way for peace, but Ukraine has outright rejected the idea of trading land, raising fears in affected towns where residents grapple with the prospect of displacement once again.

The Kremlin’s proposal seeks consolidation of Russian control in the industrial heartland of Donbas, which has been a battleground for years. Historically, Trump has indicated that both sides would need to relinquish territory to reach a resolution. This raises concerns in Ukraine, where fears grow that U.S. intervention could impose a deal without its consent. The proposed scenario may require Ukraine to abandon areas it has defended fiercely, while Moscow would secure formal recognition of its territorial gains.

Residents of Sloviansk, a city that has endured conflict since 2014, have expressed disbelief and anxiety regarding the swap proposition. Local journalist Mykhailo described the atmosphere as one of panic, with many fearing they might be forced from their homes again. The possibility that the U.S. could negotiate away their town is particularly unsettling, especially as new trenches are dug in anticipation of further offensives.

On the battlefield, the situation is still dynamic, with Russian forces pushing into strategically vital locations like Pokrovsk and Kostiantynivka. Control of these hubs is essential for Ukraine’s logistics, and as fighting intensifies, the reality for Sloviansk’s residents remains fraught with danger. Civilians continue to hear daily shelling nearby and witness evacuations amid ongoing military operations.

Initially, Trump called for a 30-day ceasefire as a necessary foundation for peace talks, yet this has met with skepticism due to past experiences where ceasefires were exploited by Russia to regroup and strengthen its military position. The effectiveness of any ceasefire hinges on a robust political framework, without which a simple pause may merely entrench the status quo.

The Alaska summit’s absence of Ukrainian representation complicates matters further. Without Kyiv’s involvement, there is an evident risk that decisions affecting its future could be made without its input. An ideal sequence for negotiations would secure a ceasefire first, bring Ukraine into discussions, and only then address territorial arrangements.

If a ceasefire is achieved, it could provide immediate humanitarian relief, saving lives and allowing for the repair of damaged infrastructure. However, as experienced in the past, ceasefires can falter if not backed by clear agreements, further exacerbating the situation for frontline communities.

The potential for a territory swap represents not only a shift in borders but also the risk of displacing countless individuals from their homes, challenging the principle that territory should not change due to military force. In Alaska, the outcome may lead either to a pathway for peace through a ceasefire or another frustrating chapter in a protracted conflict, leaving communities in limbo regarding their future.
