Nagaland’s Urgent Advisory: Ensure School Enrollment for Begging Children

In a pivotal move to protect the rights of disadvantaged children, the Directorate of School Education in Nagaland has released an official advisory aimed at identifying and enrolling children involved in begging into government schools. The notification, dated June 17, 2025, was prompted by a directive from the National Human Rights Commission (NHRC), which emphasizes the need for the protection and rehabilitation of impoverished children, women, and differently-abled individuals engaged in begging.

The order, signed by Principal Director Shashank Pratap Singh, IAS, encourages non-governmental organizations (NGOs), municipal and village councils, churches, student unions, and the general public to report details of these children to the Child Helpline at 1098. Following these reports, the department will facilitate their enrollment in the nearest government schools.

The initiative specifically targets out-of-school children aged 6 to 14 who are not enrolled or have dropped out before completing their elementary education, including those found begging. Additionally, it aims to reach children aged 3 to 6 whose parents are involved in begging and who are not currently enrolled in pre-school, Anganwadi, or Balvatika centers.

To ensure effective implementation, all District Education Officers (DEOs), Sub-Divisional Education Officers (SDEOs), and Senior SDEOs are tasked with coordinating with the relevant District Child Protection Units and Child Welfare Committees. This collaboration will facilitate the admission of these children in accordance with the provisions of the Right to Education Act, 2009.
