British Foreign Secretary David Lammy’s recent visit to Damascus signifies a notable shift in relations as he met with Syria’s interim President Ahmad al-Sharaa on Saturday. This meeting marks the first high-level contact between the UK and Syria in 14 years, occurring against the backdrop of ongoing transformations following a protracted civil conflict and the rule of the Assad family.
Syria has been actively enhancing its ties with Western nations since the fall of President Bashar Assad last December, a significant development driven by al-Sharaa’s Hayat Tahrir al-Sham Islamist group. According to al-Sharaa’s office, discussions revolved around enhancing mutual relations and cooperation, alongside addressing current regional and international issues. Lammy also held discussions with his Syrian counterpart, Asaad al-Shibani, as reported by state media.
The British Foreign Office emphasized that Lammy’s visit embodies the UK’s commitment to supporting Syria as the new government endeavors to reconstruct the nation’s economy, facilitate an inclusive political transition, and pursue justice for victims of the prior regime. The UK government announced plans for new funding aimed not only at assisting in the removal of chemical weapons leftover from the Assad era but also at providing urgent humanitarian relief. This initiative aims to enhance security in both the UK and the Middle East while addressing irregular migration issues, all while ensuring that the Islamic State group does not regain lost territory.
IS once held substantial control over parts of Syria and Iraq and was responsible for numerous global attacks before its territorial defeat in March 2019. In a show of long-term support, the UK has unveiled an additional package worth £94.5 million ($129 million) that focuses on delivering immediate humanitarian assistance to Syrians, aiding longer-term recovery through education and job opportunities, and assisting nations hosting Syrian refugees.
Earlier this year, the UK government took significant steps to facilitate Syria’s recovery by lifting sanctions on numerous Syrian entities, including government offices and media outlets. This move followed a prior decision to ease restrictions on dozens of Syrian businesses, particularly in oil and banking sectors. Similarly, recent developments in the U.S. included President Donald Trump signing an executive order to alleviate many economic sanctions on Syria, fulfilling a promise made to al-Sharaa.
Syria’s new leadership faces the monumental task of revitalizing the economy and rebuilding infrastructure heavily damaged by nearly 14 years of civil war, which has claimed around half a million lives. In recent months, al-Sharaa has sought to foster relations with oil-rich regional countries, having visited France in May as part of his initial engagements with the European Union.
Additionally, Lammy’s visit to the region included a meeting in Beirut with Lebanese President Joseph Aoun. The discussions centered on security dynamics along the Lebanon-Israel border in the wake of the recent Israel-Hezbollah conflict. Aoun conveyed plans to bolster the Lebanese military presence along the border to 10,000 troops, underscoring that only the national army and U.N. peacekeepers would maintain arms on the Lebanese side.
