Unlock New Opportunities: Film Tourism Policy Incentives for Growth
The Meghalaya government is preparing to introduce substantial subsidies and discounts through the Meghalaya Film Tourism Policy 2025, aimed at attracting filmmakers to shoot in Shillong and other scenic locations across the state. This initiative will provide financial incentives, including up to ₹1 crore or 25% of the total cost of production for the first ten films produced in Meghalaya. To be eligible, filmmakers must ensure that at least 75% of the filming occurs within the state.
For the subsequent ten projects, the government will extend up to ₹75 lakh or 25% of the production cost, whichever is lower. Additionally, ₹1 crore will be set aside annually to support three local filmmakers, fostering local talent.
Films that prominently feature Meghalaya-with over 75% of their shooting days in the state and that highlight local culture, heritage, and tourism-can qualify for an extra subsidy of ₹50 lakh, pending approval from the Film Facilitation Cell. Feature films with a cast comprising at least 30% indigenous communities from Meghalaya, including Garo, Khasi, and Pnar, can access an additional 10% subsidy, which is capped at ₹15 lakh, contingent upon meeting specific criteria.
The policy also covers television series and shows, granting up to ₹50 lakh or 25% of the production cost for the first five eligible projects. Similarly, original web series and shows can receive subsidies up to ₹1 crore or 25% of their production costs for the initial five productions.
International films from foreign filmmakers could qualify for a subsidy of up to ₹5 crore or 10% of their expenditures in Meghalaya, applicable to the first five projects. This financial assistance is subject to the approval of the Ministry of Information and Broadcasting and requires that the shoots occur within the state.
To facilitate these incentives, the policy emphasizes enhancing essential infrastructure-such as roads, transport, and accommodations-near filming locations to streamline filming operations and boost tourism. Moreover, the Meghalaya Tourism Development Corporation (MTDC) will provide discounts of up to 30% on published rates for hotels and other tourism services, including homestays and caravans, for film crew members.
A Film Facilitation Cell (FFC) will be established under the Meghalaya Investment Promotion Agency (MIPA) to oversee the implementation of this policy. According to the MIIPP 2024 policy, “Films and Entertainment” will fall under the “Services Unit,” with MIPA designated as the central agency for investment facilitation, incentives, and streamlined approvals.
Additionally, the government has plans to build a Film Studio in Meghalaya to create comprehensive infrastructure for filmmakers. A feasibility study, organized by MIPA through a specialized agency, will assess its viability, leading to the development of a Detailed Project Report (DPR).
To inspire local and tribal youth in filmmaking and digital content creation, the state will set up Content Incubation Labs in partnership with media institutions and universities. It will also provide special support to organizations establishing a Skills Development Centre dedicated to the film sector.
Finally, to promote cinematic culture and public film viewership, the state will fund the development of single-screen cinema halls under the Meghalaya Cinema Theatre Scheme, which is part of the CM ELEVATE flagship program.
