The Trump administration is poised to accept a luxurious Boeing 747-8 plane as a donation from the Qatari royal family, an unprecedented foreign gift that may redefine diplomatic exchanges in the U.S. According to a senior official with knowledge of the matter, this aircraft will be upgraded to serve as Air Force One, providing President Trump with a lavish option as he approaches the end of his presidency. Following his term, the plane will be donated to Trump’s presidential library, allowing him continued access to the aircraft as a private citizen.

The implications of this arrangement raise substantial ethical concerns. The lavishly-appointed Boeing 747-8, valued at approximately $400 million when new, has drawn scrutiny, especially regarding Trump’s plans to utilize it post-presidency. Currently, Trump’s personal aircraft, known as “Trump Force One,” is an older 757 jet he acquired in 2011, originally built in the early ’90s. The Qatari jet offers Trump a significantly newer model, enhancing his travel comfort.

This plan, reported earlier by ABC News, is expected to be officially announced as Trump embarks on his first extended foreign trip of his presidency, visiting three Middle Eastern nations, including Qatar. It aligns with Trump’s desire for a new Air Force One, particularly in light of delays impacting an ongoing government contract with Boeing to produce two new jets.

In February, Trump personally inspected the 747 parked at Palm Beach International Airport, as speculation surged about its potential role as the new Air Force One. When the donation is finalized, military contractor L3Harris in Texas is set to retrofit the plane, pending governmental approval of its acquisition. The modifications for military capabilities are projected to be complete by year-end, equipping the jet for Trump’s use while still in office.

However, a Defense Department official noted that as of now, no contract for refurbishing the Qatari 747 has been secured. The Air Force cannot legally proceed with upgrades until it officially takes ownership of the plane—a process that could take years rather than months.

The ethical framework guiding this decision mirrors past practices, notably the donation of the Air Force One used by President Ronald Reagan to his presidential library, albeit with the key difference that Reagan did not personally travel on the plane after its retirement. The current plan has been meticulously vetted by government lawyers, who have concluded that it does not violate the Constitution’s emoluments clause.

Initially, the Qatari family proposed to donate the aircraft directly to the Trump library for his exclusive use during his presidency. However, government legal counsel deemed this arrangement unconstitutional. The revised plan has received the green light, confirming the Defense Department’s ability to accept this significant gift.

This novel arrangement brings both support and criticism, raising questions about ethics and governance at the highest levels. As Trump prepares to make history with this potential acquisition, the ramifications stretch beyond mere luxury, opening discourse on foreign influence and presidential conduct in modern politics.
