Frustrated Residents of Demolition: Signature View Apartments Anxiously Await Promised Rent Compensation from DDA

The Delhi High Court has instructed the Delhi Development Authority (DDA) to pay monthly rent to residents of Signature View Apartments in Mukherjee Nagar until rebuilt homes are ready. Despite this directive, residents like 71-year-old Satish Choudhary find themselves in difficult situations, as the DDA has delayed rent payments. “Where do I go?” lamented Choudhary, a retired realtor, highlighting the impact of these delays on his already precarious situation, lacking funds to secure alternative housing.

Built in 2007 by the DDA, these apartments began showing structural issues as early as 2012, with cracks appearing in pillars and columns. The deterioration worsened with exterior damages, prompting an assessment by the National Council for Cement and Building Materials and IIT-Delhi that advised demolition. Consequently, Choudhary is one of 336 homeowners asked to vacate for safety reasons.

Last year, in a bid to address their plight, the residents approached the Delhi High Court. The court ruled in their favor, mandating the DDA to pay ₹50,000 per month for HIG flat owners and ₹38,000 for MIG owners, with a promise to increase the amount by 10% annually until new flats are available. However, the implementation of this order has been lacking, causing significant distress for residents who have invested their life savings into these properties. “I put my entire life’s savings into this home, and every day I live in fear,” expressed Choudhary.

Further complicating matters, Gaurav Pandey, the Secretary of the Resident Welfare Association (RWA), revealed ongoing conflicts with DDA officials, including meetings with the DDA Vice Chairperson Vijay Kumar Singh, to no avail. The residents now plan to escalate their complaints to Lieutenant-Governor V.K. Saxena, who chairs the DDA, to address what they perceive as contempt of court.

Amidst this uncertainty, approximately 150 families have vacated the premises. In an unsettling development, the DDA recently issued an e-tender for the demolition of the buildings, increasing residents’ anxiety about being forced out before rent payments commence. Without a response from the DDA regarding these allegations, tension mounts, and some residents have taken their grievances directly to the DDA’s Vice Chairperson.

This stand-off represents a serious concern for residents who fear being compelled to cover housing costs from their own pockets if ordered to vacate without the promised financial support. The situation demands urgent intervention to uphold the judicial order and ensure the welfare of affected residents.
