Congress Demands Justice: Outrage as Manipur Governor Defies Constitutional Duty to Summon Assembly

The Congress party has raised concerns over the Manipur governor’s failure to convene the Manipur Legislative Assembly, in apparent violation of Article 174(1) of the Indian Constitution. This constitutional provision mandates that no more than six months should elapse between two assembly sessions. Congress General Secretary for Communications, Jairam Ramesh, emphasized that the current day marks the deadline for holding the assembly session as per constitutional requirements. Ramesh questioned the governor’s delay in summoning the assembly, especially after the chief minister’s resignation, which occurred amid political upheaval in the state.

The delay has been partly attributed to the inability of the Bharatiya Janata Party (BJP) to appoint a successor to N Biren Singh, the outgoing chief minister. The Congress had planned to initiate a no-confidence motion against Singh, but he resigned two days prior, submitting his resignation to Governor Ajay Kumar Bhalla. Jairam Ramesh criticized the timing of Singh’s resignation as overdue, having been demanded by the Congress since May 2023 when ethnic violence escalated in the state. Over 250 people have died and thousands have been displaced since the turmoil erupted.

Ramesh also remarked that residents of Manipur are expecting a visit from Prime Minister Narendra Modi, whom he referred to as “our frequent-flier Prime Minister.” The political tension lingers as the anticipation over Singh’s replacement continues, with ongoing scrutiny of the governor’s adherence to constitutional obligations.
