New Delhi, Dec 23: The National Human Rights Commission (NHRC) has appointed retired Supreme Court judge, Justice V. Ramasubramanian, as its new Chairperson. This decision comes after the position remained vacant for over six months following the retirement of Justice Arun Mishra on June 1. During this period, the NHRC operated with just one member in five roles, with Vijaya Bharathi Sayani serving as Acting Chairperson.

The appointment process, as dictated by the Protection of Human Rights (PHR) Act, 1993, involves a committee comprising the Prime Minister, Home Minister, leaders of the opposition in both houses of Parliament, the Speaker of Lok Sabha, and the Deputy Chairman of Rajya Sabha. The President appoints the Chairperson and other members based on this committee’s recommendations.

The NHRC’s structure includes a Chairperson, five full-time members, and seven deemed members from national commissions covering various minorities and marginalized groups. Qualifications for the Chairperson require previous service as either a Chief Justice of India or a Supreme Court judge. Additional members include a mandatory woman member chosen for human rights expertise and former judges from high judicial positions.

Established on October 12, 1993, the NHRC aims to safeguard human rights as outlined in both the Indian Constitution and international covenants. Its duties underscore ensuring citizens’ life, liberty, equality, and dignity. The Chairperson’s tenure is either five years or until the age of 70, whichever comes first.
