Ofcom Urges BBC to Turbocharge Radio 2 Extra Consultation – Exciting Updates Await!
Ofcom has announced its decision to conduct comprehensive BBC Competition Assessments (BCAs) concerning the BBC’s plans to expand its radio offerings. This comes after the BBC unveiled its November proposals to introduce four new DAB+ stations, including Radio 1 Dance, Radio 1 Anthems, a new service for Radio 2, and Radio 3 Unwind. Additionally, the BBC aims to extend the broadcasting hours for Radio 5 Sports Extra.
Particularly intriguing is the proposed Radio 2 extension, tentatively named Radio 2 Extra. This station plans to feature programming predominantly led by speech, incorporating additional news bulletins and documentaries. Its music would span hits and obscure tracks from the 1950s to the 1970s, with a commitment to airing at least 6,000 unique songs annually.
In line with the BBC Charter and Agreement, both the BBC and Ofcom are tasked with evaluating the competitive impact of any “material” changes across TV, radio, and online services. Ofcom must initially determine whether the BBC’s changes qualify as “material,” which influences the type of competition assessment conducted. Last November, Ofcom leaned towards opting for full BCAs over Shorter Assessments to thoroughly evaluate the implications of the BBC’s plans.
Highlighting its responsibility, Ofcom stated, “Given the material nature and potential impact on various parties, detailed scrutiny through full BCAs is warranted.” This assessment process will begin on January 6 and is expected to last up to six months, including a consultation period for gathering public and stakeholder feedback on provisional decisions.
Radiocentre, representing commercial radio interests, welcomed the regulatory intervention. CEO Matt Payton emphasized the importance of independent analysis in understanding the changes’ potential effects on the UK audio landscape.
