Shocking Tragedy in Delhi: High Court Commands CBI to Empower Senior Officer for Crucial Probe into IAS Aspirants’ Deaths
The Delhi High Court has directed the CBI to appoint a senior officer to oversee the investigation into the RAU’s IAS Study Circle case following a request by Nevin Dalvin’s father, who sought the replacement of the current investigation officer—a plea that was dismissed by a trial court. The case concerns the tragic drowning of three IAS aspirants—Shreya Yadav, Tanya Soni, and Nevin Delvin—in a flooded basement at a coaching institute in Old Rajinder Nagar, following heavy rains on July 27.
In recent developments, the Delhi High Court extended the interim bail of four basement owners, namely Sarabjit Singh, Parvinder Singh, Tejinder Singh, and Harvinder Singh, until January 21. The Court also stayed an earlier condition requiring the accused to deposit Rs. 2.5 crores with the Red Cross, imposed during their interim bail in September. Similarly, a condition requiring the deposit of Rs. 5 crores by Abhishek Gupta, the CEO of RAU’s IAS Study Circle, was halted.
Justice Dinesh Kumar Sharma has directed the Delhi Lieutenant Governor to establish a committee, under a retired High Court judge’s supervision, to ensure proper sanctioning of coaching centers in basements across the city. Meanwhile, a Delhi court under Principal District and Sessions Judge Anju Bajaj Chandna deferred a decision on whether to acknowledge a chargesheet concerning the incident until December 4, after hearing submissions from the CBI.
The chargesheet accuses Abhishek Gupta and coordinator Deshpal Singh of culpability, with the CBI declaring sufficient evidence for prosecution. However, the charges are contested by defense counsel, who argue that the submitted chargesheet remains incomplete. The case underscores the urgent need for regulatory oversight of coaching facilities throughout the capital.
