The recent deaths of two PMJAY beneficiaries following allegedly unnecessary angioplasty at a private hospital in Ahmedabad have highlighted ongoing misuse of the Central government healthcare scheme in Gujarat. This issue has led to the suspension or de-empanelment of seven hospitals and clinics over the past year. According to an FIR filed against Khyati Hospital, these surgeries were deemed unnecessary and were allegedly performed for illicit financial gain under the Pradhan Mantri Jan Arogya Yojana-Mukhyamantri Amrutam (PMJAY-MA) scheme.
Since November 2022, the State Anti-Fraud Unit (SAFU) inspected 95 hospitals, finding irregularities that resulted in Rs 20 crore in penalties. Approximately Rs 44 lakh was refunded to 1,024 beneficiaries after being wrongly charged. Significant misconduct led to seven hospitals and four doctors being suspended, with financial penalties totaling Rs 8.94 crore.
Key cases include Khyati Hospital, where cardiologist Dr. Prashant Vazirani was accused of performing unnecessary surgeries. Naritva Women’s Medical Studio faced suspension and a Rs 1.22 crore fine for “upcoding” delivery procedures. Nihit Babycare Children Hospital manipulated reports to admit healthy children and was fined Rs 6.54 crore. Sunshine Global Hospital faced local suspension and fines for “upcoding” and fraudulent documentation. Everest Hospital was suspended for lacking civic permissions, while Shiv Hospital overcharged patients, resulting in a minor fine. Dr. Ketan Kalariya at Samanvay Hospitals was suspended for similar “upcoding” practices.
Furthermore, tensions arose between private hospitals and the Gujarat government over Rs 650 crore in outstanding payments under the PMJAY-MA scheme. This issue was largely resolved through intervention from ministers Mansukh Mandaviya and Rushikesh Patel. The adjustments improved the payment process for hospitals, easing previous concerns.
