Nagaland Government Reinstates Inner Line Permit in Dimapur, Niuland, and Chumoukedima Districts

DIMAPUR: In response to demands from various organizations, including the Naga Students’ Federation (NSF), the Nagaland cabinet decided on Wednesday to reintroduce the Inner Line Permit (ILP) in Dimapur, Niuland, and Chumoukedima districts. This move aims to regulate the influx of illegal immigrants, particularly amidst the political unrest in Bangladesh.

Previously, the ILP regime was implemented in the erstwhile Dimapur district on December 9, 2019, but suspended on June 2, 2023. Niuland and Chumoukedima were part of the former Dimapur district and were previously not under the ILP system.

Minister Temjen Imna Along, who briefed media in Kohima, emphasized the necessity of ILP for preserving cultural heritage and demographic balance. In Dimapur, non-Naga residents will be categorized to streamline documentation:

• Category I: Individuals settled before December 1, 1963, will receive smart cards and can obtain permanent residence and domicile certificates.
• Category II: Individuals settled between December 1, 1963, and November 21, 1979, will be provided permanent residence certificates and the option for domicile certificates.
• Category III: Individuals settled on and beyond November 22, 1979.

This initiative aims to ensure clarity and proper documentation for eligible residents. Furthermore, ILPs with extended validity up to five years will be available to students, teachers, technical personnel, and business partners to enhance administrative efficiency and promote regional growth.

To facilitate this process, the Nagaland government plans to strengthen its digital systems, making it easier for individuals to obtain permits without the need for intermediaries.

The reintroduction of ILP is expected to address long-standing concerns related to migration and demographic management in the region.
