Nagaland’s Power Reforms: A Shift Towards Smart Metering

In a significant turn of events, the Nagaland Legislative Assembly, during its Monsoon session on August 29, 2024, announced pivotal reforms in the state’s ailing energy sector. The discussions, driven by the Chief Minister and the Power Minister, highlighted the crippling Rs 300 crore annual losses faced by the Department of Power, Nagaland (DoPN). As part of the reforms, substantial amendments to electricity management rules were enacted, effective August 27, 2024.
Key changes include the repeal of the 2004 Nagaland Communitisation of Electricity (Management in Urban Areas by Urban Electricity Management Board) Rules, effectively dissolving the Urban Electricity Management Boards (UEMBs). This marks the end of ‘communitised’ electricity as a public utility in urban areas. The communitisation model, which began in 2002, had shared tasks like billing and revenue collection with local councils through Village Electricity Management Boards (VEMBs) and UEMBs, utilizing a Single Point Metering (SPM) system.
In rural zones, the new regulations supersede the existing SPM system with post-paid smart metering. The VEMBs will remain functional, with bills generated via an "IT billing system" being delivered to individual consumers by VEMB members, who will also handle revenue collection and deposit.
The amendments, encapsulated in the Nagaland Communitisation of Electricity Management in Villages by Village Councils (First Amendment) Rules, 2024, and the Additional Conditions of Supply of Electricity to Villages (First Amendment) Rules, 2024, leave ambiguities on their application in semi-urban areas adjacent to cities.
This transition from communitised to smart metering signals a paradigm shift in Nagaland’s power management. However, the DoPN has yet to elucidate the full implications to the public, underscoring the need for a comprehensive awareness campaign to navigate this significant transformation.
