Kra Daadi DC Issues Strict Guidelines for Issuance of ST Certificates
ITANAGAR, 29 Aug: Kra Daadi Deputy Commissioner Sunny K Singh has expressed serious concerns over the inadequate functioning of the recommending and verifying committees involved in issuing Scheduled Tribe (ST) certificates within the district.
In a recent order, DC Singh criticized the current practice of certifying ST forms, asserting that the recommending committee—which includes members such as GBs, HGBs, and CBOs (NES members), alongside the verifying committee (comprising ZPM/PS OC)—were approving certificates without properly verifying applicants’ backgrounds.
The order highlighted that ST certificates should not be recommended for the children of APST women married to non-APST men or for non-APST children raised by local parents/guardians without a state-recognized legal adoption certificate. The DC emphasized the importance of strictly adhering to the guidelines and eligibility criteria to prevent misuse.
"Members should meticulously observe the specified instructions and other relevant criteria when recommending cases in the future. Disciplinary action will be taken against signatories involved in the deliberate submission of false cases," the order stated.
Speaking to this daily, DC Singh mentioned that the directive was issued following the discovery of several miscertified cases during routine scrutiny. "Several cases were forwarded without proper verification, leading to their rejection upon closer inspection. This order serves as a cautionary measure to halt this malpractice," he remarked.
The DC’s action aims to ensure the integrity and accuracy of the ST certificate issuance process, safeguarding its intended purpose and preventing exploitation.
