Citizen Forums Blame Unscientific Planning for Guwahati’s Persistent Flash Floods
Guwahati: Two influential citizen groups, Bhumi Adhikar Sangram Samitee and Guwahati Mati Pattakaran Samitee, have jointly held an "unscientific" master plan responsible for the city’s recurrent flash floods, a problem persisting for almost 20 years. This plan, developed over a decade ago by the government, lacked proper groundwork and has failed to mitigate flood risks, according to the forums.
During a press briefing on Thursday, Pranab Goswami, President of Guwahati Mati Pattakaran Samitee, highlighted that the frequent flash floods, which now occur almost daily, have sparked widespread protests. Goswami linked the root cause to the 2007 master plan. Despite an allocation of over Rs 3,000 crore for city development following the plan’s preparation, Guwahati’s conditions remain dire. He noted that a Delhi-based organization was tasked with drafting the plan, costing approximately Rs 98 lakh, yet the investment has not produced the desired improvements.
Prabin Jyoti Kalita, President of Bhumi Adhikar Sangram Samitee, criticized the government’s approach, citing a lack of vision and scientific planning. He emphasized that encroachments on natural water channels and wetlands, coupled with inadequate waste management, have exacerbated the flash flood situation.
The citizen groups urged the government to take immediate steps to address these issues and develop a comprehensive, scientifically sound plan to prevent future flooding in Guwahati.
