Outrage Erupts Over Controversial PRC Requirement for College Teachers in Assam | Guwahati News

Controversy Over Assam’s Recruitment Policy: PRC No Longer Mandatory

Guwahati: The Assam Directorate of Higher Education recently informed college principals that Permanent Residential Certificates (PRC) would no longer be required for recruiting college teachers and other posts. This announcement has ignited significant controversy, with critics arguing that it opens the door for the recruitment of non-Assamese candidates, potentially disadvantaging local residents.

In reaction to the outrage, Assam’s Chief Minister Himanta Biswa Sarma swiftly ordered an inquiry, while State Education Minister Ranoj Pegu directed the concerned directorate to withdraw the contentious notice. Pegu clarified on X (formerly Twitter) that the PRC-related directive was issued without government approval and ordered its immediate retraction.

Addressing the outcry, Sarma noted that while a PRC, obtainable after three years of residency in Assam, does not sufficiently safeguard local interests, the state has made Proficiency in the Local Language a mandatory criterion for college employment. "PRC will still be required," Sarma told media, emphasizing that proficiency in the local language better protects the rights and interests of Assamese people.

In related education news, 95,000 underprivileged students in Assam will benefit from free education from Class 11 through post-graduation under the ‘Pragyan Bharati Scheme,’ for which Rs 68.44 crore has been allocated.

On another front, Union Home Minister Amit Shah has pledged support to Assam’s flood relief efforts. Heavy rains have created flood-like conditions, affecting over 2.42 million people across 30 districts, with the NDRF and SDRF actively engaged in relief and rescue operations.

This sequence of events underscores a period of both challenge and reform within Assam, as state authorities navigate contentious policies and respond to natural calamities.
