Guwahati, Nov 3 — The Assam government will develop five ropeway projects across the state in partnership with the Centre through a joint company, Chief Minister Himanta Biswa Sarma announced on Tuesday after a Cabinet meeting. The Government of India will hold a 51 per cent stake and the Assam government 49 per cent in the joint venture, Sarma said at a press briefing, adding that the Kamakhya Railway Station-to-Kamakhya Temple route has made considerable progress while the remaining projects are at the pre-Detailed Project Report stage. The projects aim to improve connectivity to important religious and tourist destinations across Assam.

The proposed routes are the 1.43-km Kamakhya Railway Station-to-Kamakhya Temple link in Kamrup Metropolitan district; the 11-km Khanapara-to-Guwahati Railway Station route, also in Kamrup Metropolitan; the Ganganagar Part-VII-to-Bhuban Pahar Mahadev Temple project in the Barak Valley; the 3.50-km Jatinga Bird Watching Tower-to-Hempupet Peak route in Dima Hasao district; and the 1.80-km Agnigadh Hill-to-Bhairabi Temple link in Sonitpur district.

The Cabinet also approved the constitution of 13 state-level sectoral councils under the Viksit Assam vision to support comprehensive and inclusive implementation of welfare schemes, programmes and development projects. The councils will cover rural livelihoods, health and wellness, education, social security, public housing, drinking water supply, power, employment, cultural affairs and happiness, sports, health and education in tea garden areas, food security and procurement, and financial assistance and direct benefit transfer.

The councils are the Assam Rural Livelihood Council, Assam Health and Wellness Council, Assam Educational Entitlement Council, Assam Social Security Council, Assam Public Housing Council, Assam Drinking Water Supply Council, Assam Power Supply Council, Assam Employment Council, Assam Cultural Affairs and Happiness Council, Assam Sports Council, Assam Health and Education in Tea Garden Areas Council, Assam Food Security and Procurement Council, and Assam Financial Assistance and DBT Council. Each will have nine members, with presiding officers accorded status equivalent to a state minister. Sarma said the councils will study the impact of government schemes on people and suggest ways to improve implementation.

The Cabinet further approved the notification of the Guwahati Satellite City Development Authority (Declaration, Delineation and Planning of Satellite City Development Areas) Rules, 2026. The rules are expected to provide a framework for declaring, delineating and planning satellite city development areas around Guwahati.
