A popular Instagram Reel documenting the displacement and health concerns linked to Google’s proposed data centre near Visakhapatnam has been blocked in India, triggering a legal challenge and a public outcry over free speech and due process. The Internet Freedom Foundation (IFF) has served a legal notice to Andhra Pradesh officials after the short video was ordered taken down without prior notice on May 22, 2026, under a provision of the Information Technology Act, 2000. IFF’s notice calls the ban an apparent violation of the Information Technology Rules, 2021 and of constitutionally guaranteed freedom of expression, and demands a review, a hearing for the journalists, and restoration of the content.
The reporting at the heart of the dispute was produced in January 2026 by independent journalists Samshir Yusuf and Monika Zhai in the Tarluvada village area of Visakhapatnam. As part of the “Dirty Data” project, they published a long-form article titled “As data centers arrive, India’s poorest face displacement, health risks,” accompanied by a 5-minute-6-second video on YouTube and Instagram. A trimmed 2-minute-1-second Instagram Reel of that report rapidly went viral, amassing roughly 2.6 million views before it was blocked.
After receiving no substantive response to appeals made to the central Ministry of Electronics and Information Technology and to Meta, the platform owner, the two journalists approached the Delhi High Court on June 30, 2026. Court filings and related procedures revealed that the takedown resulted from directives issued to intermediaries by the Andhra Pradesh Director General of Police and the state’s Crime Investigation Department. The block order named an individual, Vemireddy Prabhakar Reddy, despite there being no apparent connection between him and the reporters or their video.
IFF’s legal team has addressed its notice to the state’s Chief Secretary (Home Department) and the Director General of Police, Crime Investigation Department, asking that the decision be reconsidered under the procedural safeguards of the IT Rules, 2021, that the journalists be granted an opportunity to be heard, and that the ban be withdrawn and the Reel reinstated. The organisation and the reporters argue the measure raises broader questions about transparency, proportionality and accountability in the use of emergency takedown powers.
The case places a spotlight on tensions between rapid digital content moderation, state security claims, and press freedom-especially when reporting concerns alleged harms to vulnerable communities around major technology infrastructure projects. Observers say the outcome could set important precedents for how platforms, state authorities and journalists navigate contentious infrastructure stories in India.
