Assam IAS Varnali Deka Empanelled as Joint Secretary to the Centre

Dr Varnali Deka has become the first woman IAS officer from Assam to be empanelled for appointment as Joint Secretary to the Government of India, officials said, marking a milestone for the state’s civil service. Deka, who was serving as Commissioner and Secretary in Assam’s General Administration Department (GAD), proceeded on deputation to the Centre in August last year and is now eligible for Joint Secretary-level postings at the central government.

Empanelment is the formal process by which IAS officers are declared eligible for appointment to senior central posts; Deka’s inclusion signals both personal recognition and increased representation for Assam in the national bureaucracy. The development has been highlighted for its significance to gender representation and administrative diversity from the Northeast.

During her state service, Deka held charge as Deputy Commissioner in five districts — Barpeta, Golaghat, Goalpara, Kokrajhar and Nalbari — gaining extensive field experience. She has also led major bodies and programmes, including serving as Vice Chairman and CEO of the Guwahati Metropolitan Development Authority, Managing Director of the Assam Skill Development Mission and the Assam State Rural Livelihood Mission, and Executive Director of Samagra Shiksha Abhiyan.

Her portfolio in the state administration has been broad, with tenures as Secretary of Health, Urban Development, the Bodoland Territorial Council, and Skill, Empowerment and Entrepreneurship Development. She has additionally served as Director of the Assam and Bodoland Administrative Staff College.

Before joining the civil services, Deka worked in the corporate sector with Tata Consultancy Services’ Global Consulting Practice and with ANZ Bank as a business analyst and engineer. She first qualified the UPSC examination with Rank 82 for the IPS and later secured Rank 16 for the IAS. She was part of the 2009 batch of officer trainees at the Lal Bahadur Shastri National Academy of Administration, where she received the L.V. Reddy Memorial Award for Best Officer Trainee (North-East).

Deka’s academic credentials include a BTech in Computer Science, an MBA in Systems and Operations with a minor in Finance, an LLB and a PhD in Commerce. She is an alumna of Delhi Public School, R.K. Puram; St Mary’s School, Guwahati; RV College of Engineering, Bengaluru; and IIT Bombay. Early academic honours include being the state topper in the HSLC examination and an NTSE scholar; she is also a Visharad in Indian classical music.

Her administrative work has earned multiple national recognitions: the Prime Minister’s Award for Excellence in Public Service for innovation in an aspirational district; two National e-Governance Awards; two National Water Awards for innovations in water management; the Best DEO Award from the Election Commission of India for election-management innovations; and the Chief Minister’s Karmashree award. Several of her initiatives have been commended by the United Nations Development Programme, NITI Aayog and the Department of Administrative Reforms and Public Grievances and recommended as replicable best practices.
