Manipur CM: Anti-Paper Leak Law a Landmark Step for Fair Exams

Manipur Chief Minister Y Khemchand Singh welcomed Parliament’s approval of the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, saying the measure is a major step to ensure fair and transparent public examinations nationwide. The Rajya Sabha passed the amendment on Thursday, July 30, 2026, by voice vote after several Opposition parties from the INDIA bloc staged a walkout; the Lok Sabha had cleared the legislation on Wednesday, July 29, 2026.

Singh, reacting to the Bill’s passage in a social media post late on July 30, said the legislation “reinforces the integrity of public examinations and reflects the Centre’s efforts to strengthen India’s education system under the leadership of Prime Minister Narendra Modi.” He added that the law would strengthen the credibility of the examination system and protect the aspirations of millions of students.

The amendment significantly toughens penalties for examination malpractices. Individuals found guilty of leaking question papers or using unfair means in public examinations may face imprisonment of five to 10 years and fines up to Rs 50 lakh. The law also targets organised fraud: those convicted of organised offences could receive a minimum seven-year jail term and face fines of at least Rs 10 crore.

To accelerate prosecutions, the amendment allows state governments and Union Territory administrations to designate courts of sessions as special fast-track courts for cases under the Act. These courts must hold day-to-day hearings and complete trials within three months of the filing of the charge sheet. The Bill also authorises the central government to establish a special task force to investigate offences related to examination fraud.

The original Public Examination (Prevention of Unfair Means) Act was enacted in 2024 in response to a series of high-profile paper leak controversies. Before that law, there was no dedicated central statute specifically addressing offences and unfair practices linked to public examinations conducted by the central government and its agencies. Supporters of the amendment say the tougher measures and faster trials aim to deter organised networks behind leaks and restore public confidence in competitive exams.
