The Ladakh administration has announced a territory-wide ban on single-use plastics and ordered random checks at Leh Airport and border entry points, with violators facing environmental penalties of up to Rs 10,000 and littering fines of Rs 5,000. Lieutenant Governor Vinai Kumar Saxena said the crackdown covers the sale, use and storage of banned single-use plastic items and is aimed at protecting Ladakh’s fragile Himalayan ecology amid rising tourist numbers.
In a post on X, Saxena said the new enforcement framework empowers field-level officials to detect violations and issue challans, strengthening on-the-ground implementation. For the first time, Block Development Officers, Tehsildars, Municipal Officers, Foresters and Forest Guards have been authorised to enforce the ban, expanding the network of officers who can initiate penalties.
A central feature of the order is random inspections at Leh Airport and at road and border entry points into the Union Territory. Authorities say these checks are intended to prevent banned plastic products from being brought into Ladakh and to tighten monitoring of goods carried by tourists, transport operators and businesses.
Under the regulations, individuals and commercial establishments — including hotels, restaurants and eateries — found using, selling or storing banned single-use plastic items will be liable for the Rs 10,000 environmental penalty. Separate provisions set a Rs 5,000 fine for littering in public places, officials added, saying the penalties are meant to ensure strict compliance across urban centres, rural areas and tourist sites.
Saxena framed the move as necessary for both ecology and economy: “Ladakh’s pristine environment is its greatest strength and the foundation of our tourism economy. As we strive to develop Ladakh into a world-class tourist destination, development must go hand in hand with environmental responsibility,” he said.
Experts and officials have long warned that Ladakh’s high-altitude cold desert is especially vulnerable to plastic pollution because decomposition is slow and waste infrastructure is limited. Popular destinations such as Leh, Nubra Valley and Pangong Lake already strain local waste-management systems during peak seasons.
The new order builds on earlier anti-plastic drives and awareness campaigns by the administration. With airport and border inspections, wider enforcement powers and stricter fines, authorities say they aim to reduce plastic waste while balancing tourism and environmental protection.
Visitors to Ladakh are advised to avoid carrying banned single-use plastic items when entering the Union Territory by air or road to avoid penalties and help preserve the region’s sensitive environment.
