Dibrugarh Poised for Rapid Growth as Assam Approves Capital Region
The Assam Cabinet on Friday approved a package of decisions aimed at boosting employee welfare, accelerating infrastructure and strengthening local development, Chief Minister Himanta Biswa Sarma told reporters after the meeting at Lok Sewa Bhawan in Guwahati. Key steps include measures to develop Dibrugarh as the state’s second capital, an increase in dearness allowance for employees and pensioners, changes to promotion rules in provincialised secondary schools, and a rise in the MLA Local Area Development fund.
To facilitate planned and sustainable growth of Dibrugarh, the cabinet approved the creation of the State Capital Region Area — Dibrugarh — and the State Capital Region Development Authority — Dibrugarh. According to Sarma, the MLA of Dibrugarh will serve as the authority’s ex‑officio chairman with Cabinet rank. The proposed capital region will cover an area within a 20‑kilometre radius of the Dibrugarh Capital Complex in Dibrugarh district, and the cabinet has earmarked Rs 500 crore over the next five years for additional infrastructure development there.
The cabinet raised the Dearness Allowance (DA) for state government employees and Dearness Relief (DR) for pensioners from 58 percent to 60 percent. The enhanced DA and DR will be reflected in the salary and pension for June 2026 and are scheduled for disbursement in July 2026.
An amendment to the Assam Secondary Education (Provincialised Schools) Service (Amendment) Rules, 2026 was approved to streamline and regulate promotions of serving Grade IV employees to Grade III positions in provincialised secondary schools, aiming to expand career progression opportunities.
The MLA Local Area Development (MLALAD) Fund will be substantially increased: each MLA will get Rs 1.5 crore annually for the financial year 2026‑27, rising to Rs 2 crore per annum from 2027‑28, to support constituency‑level works across the state.
