Andhra Pradesh Chief Minister N. Chandrababu Naidu has announced a new state policy to offer special incentives to families that have a third or fourth child, citing alarm over a rapid decline in birth rates and a growing elderly population. The move, Naidu said, is intended to protect the state’s future demographic balance and to increase the size of the working-age population.
Naidu framed the change as a reversal of earlier population-control thinking. He warned that birth rates in several South Indian states have fallen well below the national average, creating a serious risk of a future shortage of young people. To counter that trend, the state government plans to encourage larger families by providing financial assistance and other government benefits to qualifying households; officials are said to be preparing the exact scheme details.
The announcement marks a notable shift from past policies. In previous years, including during Naidu’s own earlier tenure, many states — Andhra Pradesh among them — restricted people with more than two children from contesting local panchayat and municipal elections. Supporters view the plan as a proactive effort to shore up the workforce and avert economic and social strains from an aging population, while opponents are likely to press for clarity on eligibility, long-term costs and safeguards. For now, Andhra Pradesh’s announcement signals a policy pivot from limiting births toward actively incentivising larger families.
