The Nagaland government is drafting a “Viksit Nagaland @2047” roadmap aimed at making the state a developed economy by 2047, the Nagaland Economic Survey 2025-26 said after being tabled in the 8th session of the 14th Nagaland Legislative Assembly in Kohima on April 15. The document will align the state’s ambitions with the national Viksit Bharat @2047 vision and seek to leverage local strengths while addressing structural challenges to accelerate growth.

The survey reports that Nagaland’s Gross State Domestic Product (GSDP) rose from Rs 19,524 crore in 2015–16 to Rs 45,134 crore in 2024–25 (PE). Correspondingly, per capita income increased from Rs 82,367 in 2015–16 to Rs 1,75,374 in 2024–25 (PE). Using an assumed exchange rate of $1 = Rs 90, the state economy is estimated at about $5 billion (Rs 45,134 crore) and per capita income at roughly $2,063 (Rs 1,85,670) for 2024–25, the report stated.

To reach the Viksit Bharat target of a national per capita income of US$15,000 by 2047, the survey says Nagaland would need sustained annual growth of around 10% or more. That would require increasing the state economy from about $5 billion in 2024–25 to an estimated $67.96 billion (Rs 6,11,671 crore) by 2047. The government’s draft plan will therefore focus on rapid, sustained expansion across sectors.

The report describes Nagaland as a developing economy with “immense economic growth potential,” pointing to underused natural resources and a demographic dividend that could be mobilized for growth. It recommends enhancing infrastructure and creating a more growth-conducive environment to optimally allocate these resources, steps the state government is said to be pursuing.

The survey estimates Nagaland’s economy will grow by 10.33% in fiscal 2025–26, a rate noted as higher than recent national growth and described in the report as making the state “a net contributor to the national economic growth.” On this basis, the report adds, the state’s development could become an engine for regional and national growth.

Growth is currently driven largely by the tertiary sector, while the primary and secondary sectors have remained stagnant. The report frames the decline in the primary sector’s share as typical of developing economies, but attributes the secondary sector’s stagnation to a weak industrial base caused by infrastructural deficits and law-and-order concerns linked to the ongoing political imbroglio.

With infrastructure improvements underway and a stated push by the government to resolve political issues, the survey expects the secondary sector to expand in the near term. “The state government is therefore earnestly facilitating an early solution,” the report stated, underscoring the administration’s emphasis on creating conditions for industrial growth and broader economic transformation.
